Windows Vista Adjusting the Windows Aero Glass Effect: My favorite Windows Vista's tweak and the most dramatic appearance effects is the color and the transparency of windows and other objects. Windows Vista Aero Glass Effect.
You can adjust this effect to create the look you like best. Note that you must be using the Windows Aero color scheme to apply these effects in Vista, and that the Aero glass effect is available only on computers that have display adapters powerful enough to show it. It's also not available in the Windows Vista Home Basic version, Sorry.
